Can African soccer leagues improve?

I always watch teams like Manchester United, AC Milan, PSV Eindhoven, Real Madrid, Atletico Madrid and the rest but I never get to watch African football club teams. Are the African soccer teams improving? I know the Egyptians have a good league and Hapoel Tel Aviv is not on level terms with Ghana's Hearts of Oak at the moment. Laughing
